It is an honor to join you in building a society full of hope and smiles for people with disabilities in Cambodia, in line with the National Disability Strategy 2024-2028 of the Royal Government of Cambodia. At the same time, on behalf of all the members of the Board of Directors, I am truly proud of the Executive Director, Um Amraroth, who has dedicated her valuable time and resources over the past 6 years. Although COVID-19 has disrupted a large part of our work, she has not given up. On the contrary, she has worked with all her strength, intellect, and spirit to help people with disabilities in Kampong Chhnang Province in line with the policies of the Royal Government of Cambodia in the fields of education, social affairs, and health.

I would like to express my deepest gratitude to all donors and philanthropists who have provided funds to promote the rights and livelihoods of persons with disabilities. I would also like to express my deepest gratitude to the heads of the Department of Women’s Affairs, the Department of Social Affairs, Veterans Affairs and Youth Rehabilitation, the Department of Education, Youth and Sports of Kampong Chhnang Province, and other departments that have supported SAORI Organization (SO), especially the General Secretariat of the Disability Action Council, which is a direct staff of the Royal Government that has helped promote progress on the law on the protection and promotion of the rights of persons with disabilities.

Once again, on behalf of the members of the Board of Directors, the Director General, and persons with disabilities in Kampong Chhnang Province, I would like to express my deepest gratitude to all donors and stakeholders for their attention to this field of disability. I am pleased to present the annual operating report and a message of welcome and blessings to all stakeholders, sponsors, and donors who have worked closely with Saori for 6 years. In this report, we summarize the results. Saori can hardly believe that the organization has been operating for 6 years now, counting from the year it was first launched and officially registered with the Ministry of Interior in 2019.

SAORI Organization (SO) is pleased to reflect on the past year, working with departments, donors, and stakeholders to determine how far Saori has come in nearly a decade. As we enter our second decade in the coming years, Saori is preparing to take stock of the results, which will provide a boost to the organization’s continued journey in the disability field.

During this year, Saori has implemented 6 projects, including vocational training in Saori hand weaving for 3 people with disabilities, including the physically and mentally disabled, to gain skills and increase income through the sale of products. Improving the quality of products, promoting the products of people with disabilities through Saori's Facebook page, expanding the domestic market and exporting to foreign countries. Providing timely care during the working day such as meals, toileting, sports and technical assistance, and increasing safety for all children in the organization. Providing training on the rights of people with disabilities and other important knowledge for living in society. To encourage people with disabilities to increase their self-confidence, values and creativity. Empowering them to solve all the struggles they face in the development process through training courses and public forums on gender equality. Advocating with relevant departments and provincial levels on the inclusion of women's gender equality. and girls with disabilities. Socialization to promote the artistic value of their products to the public through exhibitions at traditional events in the community. Reduce discrimination against people with disabilities, provide opportunities for regular participation in society. Coordinate in seeking assistance from Japan to build three new toilets and weaving mills for Saori. We have received support in registering the trademark of Saori products, Khmer Ori, which has received support from the Australian Department of Trade, Add and RT4Ds. Sustainability Towards 2025, organizational development, accountability, all staff and board members are committed to success. The purpose of writing the report is to provide information to management, as evidence for requesting continued funding, as a basis for audit and evaluation, as a reference document for future projects, and as information to share with management.

Once again, on behalf of the Saori community, I would like to express my deepest gratitude to the relevant departments in the province, partner organizations, and donors for their close cooperation, and hope that in the coming years there will be more innovations in the disability sector in Cambodia.

Board of Directors

SAORI Organizatin (SO) is a non-profit organization governed by a five-member Board of Directors. The Board is made up of a group of people who are passionate and committed to supporting Saori in implementing its vision, mission, values, and goals. The Board of Directors serves on an honorary and voluntary basis, with all members receiving no remuneration from the organization. The Executive Director is elected from among the members and sets the strategic direction of Saori’s management. As an organization that must remain flexible to respond to the changing realities of the disability sector, its management, governance, and operations must be responsive to the needs of people with disabilities in the community. The Executive Director, staff, and partners are committed to achieving future success.

Key points of the activity

  • Prepare administrative and financial records in accordance with the standards for use, especially the main policies of SAORI.
  • Contacted Japanese business owners (Partner Independence Living Center, Mainstream Association) to provide support for people with disabilities for modern toilets in 2023 at Saori.
  • Successfully participated in the "Cambodia Women Entrepreneur in Green Economy" program competition organized by the Ministry of Women's Affairs and supported by the Cambodian Women Entrepreneurs Association.
  • Organized regular board meetings in 2024 through the online system due to the busy schedule of the board and members.
  • Attended regular meetings with the Kampong Chhnang Provincial Committee for Women and Children to discuss the problems of women and girls with disabilities in Kampong Chhnang Province.
  • Publicize the SAORI organization's request in the Khmer Time newspaper on the Green Women Entrepreneur Award.
  • Received donations from the community in the form of materials: yarn, weaving kits and funds to help people with disabilities.
  • Specifically, the preparation of the 2024 activity report to inform management, as evidence for requesting further funding, as a basis for audit and evaluation, as a reference document for future projects, and as information to share with leaders.
  • Increased international relations with Laos on regional trade to develop assistance to people with disabilities in the region through Australian Add under the RT4ds project.
  • Workshop on Partnership with Voice Cambodia, a knowledge exchange event of live & Learn Cambodia, brought together partners, rights holders and other practitioners.
  • Created the Khmer Or! logo KHMERORI and registered it for trademark protection with the Ministry of Commerce with the support of RT4D and Australian Add.
  • Signed a Memorandum of Understanding between SAORI, Rabbit School and PPCIL for providing employment to people with disabilities.
  • Became a member of the Cambodian Women Entrepreneurs Association with the support of board members.

Relationship with national and sub-national authorities and institutions Meeting of the Committee

for Women and Children (CWC) in Kampong Chhnang commune.

Kampong Chhnang: Monday, 3rd of the month of Sapan, year of the Chaitra, corresponding to August 15, 2022, in Kampong Chhnang Sangkat, there was a meeting on the Committee in Charge of Women and Children.

In the new Sangkat Council, Saori would like to thank Kampong Chhnang Sangkat for giving Saori the opportunity to participate in this important meeting. In particular, Saori was included as a member of the Kampong Chhnang Sangkat Committee on the Rights of Persons with Disabilities, representing the voices of people with disabilities in the community. The meeting was attended by Ms. Keo Sophat, the President of Kampong Chhnang Sangkat, along with the Vice Presidents, as well as members from all villages in the Sangkat.

This was the first meeting where all members introduced each other and heard reports on the activities of the Committee in the past month. Saori also introduced its activities, mission, goals, and important activities to the members to strengthen relations and successfully implement its work.

The meeting ended smoothly with plans for the next month. In particular, each organization, as well as each village, had to fill out their reports to present at the next committee meeting. Finally, all the committees took a group photo with smiles.

The purpose of the meeting was to present the results of the work activities of the Women and Children's Affairs Advisory Committee of Kampong Chhnang Province, cities/districts, partner organizations 2024 and the implementation direction for 2025. Discuss challenges in implementing the functions of the Women and Children's Affairs Advisory Committee at the provincial, city, and district levels.

On Monday, December 23, 2024, at the Ministry of Commerce, Saori participated in the "Brand Registration Certificate Distribution Ceremony" which was attended by representatives of the Australian Embassy in the Kingdom of Cambodia, Her Excellency the Undersecretary of State for Commerce, Her Excellency Suon Vichea, Advisor to the Ministry of Commerce and Head of the Intellectual Property Department, representatives of the Regional Trade for Development (RT4D) Project, civil servants of the Intellectual Property Department, and many entrepreneurs with disabilities.

On that occasion, Her Excellency the Secretary of State thanked the governments of Australia and New Zealand for their support for the implementation of the project "Environmental Growth: Empowering Cambodian Entrepreneurs with Disabilities through Intellectual Property Education and Building Brand Reputation for Trade", which is part of Cambodia's benefit from the ASEAN-Australia-New Zealand Free Trade Agreement (ANNZFTA) and the Comprehensive Economic Partnership Agreement (RCEP).

The Secretary of State said that in today's digital society, intellectual property rights are playing a central role in daily life, from the operation of companies/enterprises to production processes. All business owners must pay attention to further study and use their legal rights to protect their intellectual property rights through the registration of their works or the registration of their trademarks, etc. At the same time, the Secretary of State urged all entrepreneurs with disabilities who received their trademark registration certificates today to continue to study and learn more about intellectual property rights, product development, using digital systems to promote their brands, promoting and improving the quality of products/services, participating in exhibitions, and participating in the implementation and observance of laws in doing business.

From 8:00 AM to 5:00 PM at the Hyatt Regency Phnom Penh. Saori participated in the workshop on “Regional Comprehensive Economic Partnership Agreement” organized by Regional Trade for Development (RT4D) to “enhance private sector understanding and benefits of RCEP in Cambodia”. The Royal Government of Cambodia, especially the Ministry of Commerce, has been a strong advocate for the country’s economic integration and regional development through trade, especially as Cambodia prepares to graduate from Least Developed Country (LDC) status by 2029. The workshop on “Regional Comprehensive Economic Partnership Agreement” (RCEP) is a strategic initiative undertaken by the Ministry of Commerce to enhance private sector understanding of the benefits of RCEP in Cambodia. The workshop also provides practical insights into RCEP trade regulations, customs procedures, and substantive laws, enabling Cambodian businesses to utilize and reap the benefits of international trade.

The workshop is supported by the Regional Trade for Development (RT4D) Initiative, funded by the Australian and New Zealand Governments. The RT4D project supports ASEAN economies and the commitment of ASEAN Member States to fully realise the benefits of the ASEAN-Australia-New Zealand Free Trade Area (AANZFTA) and RCEP. The project ensures high-quality and demand-driven delivery.

The RT4D initiative, which includes the AANZFTA Implementation Support Programme (AISP) and the RCEP Implementation Support Programme (RISP), manages Australia’s commitment of AUD 46 million and New Zealand’s commitment of NZD 1.6 million to the initiative until 2028.

Strengthening awareness of RCEP benefits for SMEs: To increase awareness among the private sector, including women-led SMEs, of the benefits of RCEP, particularly in trade in goods. This workshop is important as RCEP aims to create a more liberal and conducive regional trade and investment environment.

Strengthening knowledge of export and import requirements under RCEP: To provide information on the technical requirements for export and import under the RCEP agreement for trade in goods so that SMEs can benefit from the benefits offered by RCEP.

To provide an opportunity for SMEs to exchange experiences on exporting and importing to and from the RCEP market, focusing on specific products and market-specific opportunities, challenges and strategies to address those issues. The workshop will help enhance the capacity of Cambodian SMEs to trade in the RCEP market, focusing on goods, and empower SMEs to leverage the trade and investment opportunities offered by RCEP, leading to their growth and integration into regional and global value chains.

The workshop will help build networks among businesses and stakeholders, especially government public sector professionals, to facilitate collaboration and promote future trade activities under the RCEP agreement. The workshop is expected to have a maximum of 140 participants, most of whom are owners of SMEs that are exporting and preparing to export.

On August 12, 2024, at the Suvarnabhumi Hotel, Kampong Chhnang Province, a dialogue forum was organized with civil society organizations in Kampong Chhnang Province under the theme of "Understanding the Role of Civil Society Organizations in the Pentagon Strategy Framework, Phase 1".

The program began with a welcoming speech by HE Yin Savon, Deputy Governor of Kampong Chhnang Provincial Government. The opening speech was delivered by HE Kemroth Viseth, Deputy Director of the Office of Samdech Maha Bovorathei Hun Manet, Prime Minister of the Kingdom of Cambodia, Secretary of State of the Council of Ministers, and Chairman of the Board of Directors of the V.S.S.C. Saori Organization studied more about the role of civil society organizations in the Pentagon Strategy Framework, Phase 1, the social security system in health care based on voluntary contributions, and a discussion forum on the challenges and requests of civil society organizations in the province. We would like to thank the Kampong Chhnang Provincial Administration for giving Saori the opportunity to participate in this forum.

SAORI Organization (SO) has become a member of the Committee for the Promotion of Women and Children (CWAC) by sending monthly reports and attending meetings to receive information and disseminate information to people with disabilities in the community.

On this occasion, she also visited women with disabilities living near Saori Organization.

This is a gesture of caring without discrimination for women with disabilities and their families. We have collected information, problems and new ideas to prepare for the organization’s ongoing action plan. We would like to express our gratitude to donors, all levels of government, partner organizations and everyone who has supported and encouraged us.

Saori Organization would like to express our deepest gratitude to Ms. Keo Sophat, Sangkat Mayor, and Ms. Phan Samphos, 1st Deputy Sangkat Mayor in Kampong Chhnang City, Kampong Chhnang Sangkat, for the honor of attending the meeting with Japanese donors from the Center for Independent Living (CIL Partner) and CIL CONNECT at SAORI Organization.

She expressed her happiness for the presence and support of the Japanese side for the disabled in Kampong Chhnang province, where Kampong Chhnang Sangkat has contributed greatly to providing social services to them, such as interviews and providing disability cards for use in daily life.

Provide cooperation with SAORI in all activities, especially promoting gender equality and the capabilities of women with disabilities, especially in relations with authorities at all levels in providing cooperation in researching data on people with disabilities in Kampong Chhnang province, leaving no one behind.

Green Entrepreneur Award

Ms. Yu Borey is the Vice President of the Cambodian Women Entrepreneurs Association, who introduced me to the association and wanted Saori to attend the Cambodian Women Entrepreneurs Day of the Green Economy in Phnom Penh, so with the support of the association’s board of directors, I and two members from SO were able to attend the event.

Furthermore, I participated in the Cambodian Women Entrepreneurs Competition, curated by Cambodian Women Entrepreneurs, with judges from the Ministry of Women’s Affairs and the Ministry of Industry, Mines, Energy and Innovation.

The great event of Cambodian Women Entrepreneurs Day 2024 will bring many special programs to showcase the progress, courage and proud work created by the Cambodian Women Entrepreneurs Association to contribute to strengthening courageous businesses owned by women in the green economy.

Green Economy Women Entrepreneurs Awards 2024 Finals the Cambodian Women Entrepreneurs Association (CWEA) organized the Green Economy Women Entrepreneurs Awards 2024 Finals under the theme “Empowering Women” at Sokha Hotel, Phnom Penh.

The program on the day will feature an opening speech by Her Excellency Sok Chanchavy, Secretary of State for the Ministry of Women’s Affairs, a welcoming speech by Her Excellency Chan Pheary, President of the Cambodian Women Entrepreneurs Association, and a closing speech by Her Excellency Hem Vandy, Minister of Industry, Science, Technology and Innovation.

The Green Economy Women Entrepreneurs Awards 2024 Finals will feature many female entrepreneurs from different businesses but in the same field: green business or green economy. In this era, green business or green economy has played an important role, including

1). Contribute to environmental protection.

2). Innovation and new ideas. Some female entrepreneurs have created green products and services that meet the demand for ecological products.

3). Community support and social development. Some female entrepreneurs have provided support to community development programs and green economic development, etc.

15 female entrepreneurs who passed the competition on October 28, 2024 at TRIBE Hotel will compete in the finals on November 11, 2024, and only 7 female entrepreneurs will be selected as winners. The association also has a table for exhibiting member products on the day of the event.

The Cambodian Women Entrepreneurs Association initiated the 2024 Cambodian Women Entrepreneurs Day and Awards Ceremony, a grand event that aims to showcase the power of women-led businesses and inspire other women entrepreneurs to celebrate female entrepreneurs nationwide. The event was held at the Sokha Hotel, Phnom Penh on November 11, 2024.

A senior official from the Ministry of Women’s Affairs considered Cambodian Women Entrepreneurs Day an important and wonderful event that provides opportunities for women to showcase their achievements in business leadership. The senior official stated that small and medium-sized enterprises (SMEs) provide many jobs to citizens across the country, accounting for more than 78 percent of the total, most of whom are women.

Ms. Sok Chanchhvy, Secretary of State for the Ministry of Women’s Affairs, said that Cambodian Women’s Entrepreneurship Day, under the theme “Empowering Women in a Green Economy,” 2024 is a historic and important event in Cambodia. She added that small and medium-sized entrepreneurs have provided many jobs to Cambodians, most of whom are women. For Cambodia, ranking high among countries is the freedom for women to start businesses without restrictions, political barriers, and other factors. She stressed that although women have participated and received jobs from female entrepreneurs, women still face some challenges. That is, women face more problems than men. The challenges include receiving opportunities, management, production, access to opportunities for business development, and the digital revolution, especially for women in rural areas.

The 2024 Cambodian Women's Entrepreneurship Day, under the theme "Women's Entrepreneurship in the Green Economy", also combines many activities, including the exhibition of products and services of women entrepreneurs with expert and experienced speakers, with the aim of promoting gender equality and promoting women's entrepreneurship, focusing on the green economy (green business), including economic, environmental, social and cultural development through business that is mindful of environmental impacts, promotes social well-being, and preserves and promotes the green economy.

The 2024 Cambodian Women's Entrepreneurship Day also wants to highlight the results of the selection of the 2024 Young Women's Entrepreneurship Award in the Green Economy to promote gender equality, strengthen courage, courage and business creativity, focusing on the green economy (green business). In particular, this program is to connect major entrepreneurs in Cambodia and connect business partners, as well as have close relations between the private sector and state institutions in the country.

HE Hem Vandy, Minister of Industry, Science, Technology and Innovation, said that Cambodian Women’s Entrepreneurship Day 2024, under the theme “Empowering Women in a Green Economy,” focuses on improving human well-being, building gender equality and social equity in the industrial sector, while reducing risks and impacts on the environment, which is a theme and strategic activity of many governments around the world. Cambodian Women’s Entrepreneurship Day 2024 truly reflects the ability of women to participate in the economic, social, environmental protection sectors and the efforts of relevant ministries, institutions, development partners, associations and the private sector to ensure stable, sustainable and environmentally friendly business development. The Minister added that women entrepreneurs in Cambodia make important contributions to the economic and social development of Cambodia.

Promoting women’s entrepreneurship requires joint efforts by government ministries and institutions, development partners, the private sector, civil society, and all relevant stakeholders through integration into regional and global value chains, fully utilizing local resource potential, and embracing new technology transfer. However, in the transition period as Cambodia prepares to transition from a least developed country status to the use of the 4.0 industrial revolution, micro, small, and medium-sized enterprises will also face a series of challenges, such as building technical and technological capacity, strengthening product/service compliance and standards, expanding scale and enhancing efficiency, including the competitiveness of businesses, production, and products, competing in national and international markets, etc., are all essential factors that require further preparation by entrepreneurs themselves and support from all relevant stakeholders.

The 2024 Outstanding Women Entrepreneurs in Green Economy Award is a one-year competition organized by the Cambodian Women Entrepreneurs Association to strengthen the capacity of women entrepreneurs in the green economy.

Green business green business refers to contributing to economic, environmental, social and cultural development through business that is mindful of environmental impacts, promotes social well-being, and preserves and enhances the environment. Regardless of the outcome, this participation provides us with knowledge, experience and many more outstanding women entrepreneurs.

On Thursday, 5th of the month of Migasir, year of the Roan, Buddhist Era 2568, corresponding to 5th December 2024, Saori participated in the orientation session for new members at the Cambodian Women Entrepreneurs Association office.

The purpose of the orientation session for the Cambodian Women Entrepreneurs Association is to demonstrate the purpose of the Cambodian Women Entrepreneurs Association to provide a single voice for women in business to raise challenges, needs and requests to the government, development partners, relevant institutions and the media in order to make the enterprise environment, companies, businesses better and help facilitate the growth of businesses organized by women and led by women. We also aim to provide opportunities for members to network, share information and meet with stakeholders, as well as organize the presentation of awards for outstanding women entrepreneurs in specific sectors.

1. Objectives of the Cambodian Women Entrepreneurs Association.

The Cambodian Women Entrepreneurs Association provides a single voice for women entrepreneurs to raise their challenges, needs and requests to the government, development partners, relevant institutions and the media, with the aim of improving the environment for enterprises, companies and businesses and facilitating the growth of businesses organized and led by women. We also aim to provide opportunities for members to network, share information and meet with stakeholders, as well as organize awards for outstanding women entrepreneurs in specific fields.

  • Phnom Penh): On Thursday afternoon, June 20, 2024, at the Cambodiana Hotel, His Excellency Ouk Pracha, Secretary of State of the Ministry of Commerce, High Representative of Her Excellency Cham Nimman, Minister of Commerce, was invited to preside over the closing ceremony of the “Implementation of the Regional Trade for Development (RT4D) Project with a Focus on Sustainable Growth: Promoting Cambodian Entrepreneurs with Disabilities through Intellectual Property Education and Building Brand Reputation for Trade” co-organized by the Intellectual Property Department of the Ministry of Commerce and the Regional Trade for Development (RT4D) Project Working Group.
  • On that occasion, HE the Secretary of State stated that the RT4D project is a result of the ASEAN Australia New Zealand Free Trade Agreement (AANZFTA) and the Regional Comprehensive Economic Partnership (RCEP), which provide trade and investment support for ASEAN member states. The project has provided many benefits to Cambodian entrepreneurs, especially entrepreneurs with disabilities, and participating in the implementation of this project responds to the first phase of the Royal Government’s Pentagon Strategy to participate in promoting the knowledge and increasing the competitiveness of Cambodian entrepreneurs. HE the Secretary of State said that as the head of the Royal Government of Cambodia, the Ministry of Commerce has made great efforts to negotiate new market channels to be able to export Cambodian goods more widely, along with negotiating new free trade agreements, which will encourage Cambodia to have greater opportunities to export more goods according to the goal of specializing in Cambodian goods to all markets. In addition, the Ministry of Commerce has made efforts to participate in the protection of intellectual property of individuals and legal entities through participating in the implementation of the first phase of the Pentagon Strategy and continuing to disseminate relevant laws and legal regulations to the public, especially businessmen, service providers and manufacturers, as a basis for participating in the further development of Cambodia's intellectual property system.
  • At the end, His Excellency the Secretary of State encouraged the 20 entrepreneurs with disabilities who have completed their studies on basic knowledge of intellectual property and have the opportunity to create their own trademarks to quickly apply for trademark registration in order to benefit and receive legal protection from the state and be able to attract more customers after having a legally valid trademark.
  • The Ministry of Commerce has encouraged people with disabilities who are owners of micro, small and medium-sized businesses to be aware that in order to participate in the implementation of the 7th term of the Royal Government’s Pentagon Strategy Phase 1, Pentagon 3, Angle 4, Point 4 on strengthening intellectual property protection, promoting the creation of new products and services, creativity and innovation, the Ministry of Commerce is implementing the Regional Trade for Development (RT4D) project under the technical assistance of Australia and New Zealand, focusing on “Environmental Growth: Empowering Cambodian Entrepreneurs with Disabilities through Intellectual Property Education and Building Brand Reputation for Trade”, which will run from April 30, 2024 to May 15, 2024.

In partnership with Voice Cambodia. Live & Learn Cambodia's knowledge exchange even brought together grant partners, grantees and other practitioners, the aim was to share best practices enc co-create knowledge on approaches such as advocacy, action and innovation. The event fostered peer learning and colaboration. Participants discussed:

1. Effectiveness of tools: Reflecting on looks and approaches used to strengthen the work of grantees and grantees.

2. Enhancing advocacy and inpact: Exploring ways to deepen advocacy efforts, increase impact and drive innovation support of diverse communities.

3. Building colaboration identifying common ground and strategies to work together more effcctively to promote inausion and diversity.

The event brought together 47 participants from 20 different donors, creating a space for rich discussion and knowleage exchange. We acknowledge the leadersnip of all Oxfam partners in Cambogia and the Live & Learn Cambogia team.

The closing event of the annual VOY Cambodia project and the annual Connecting and Learning under the theme "Impact of the Current Situation" took place on Friday, August 5, 2024 at the Cambodiana Hotel. VOY is a program that provides innovative assistance to support people and groups who face deprivation or discrimination in their efforts to exert influence in accessing productive resources, social services, and political participation. VOY operates in a context where the space and power of citizens is rapidly changing and is closing rather than opening. This requires a new response from civil society organizations. Therefore, self empowerment and innovative methods of strengthening capacity to influence are essential. VOY worked with five groups of rights holders:

  • People with disabilities
  • LGBT people
  • Youth and older people
  • Indigenous peoples
  • Women facing exploitation, violence, and/or abuse. One of the ways that VOY programs achieve their stated objectives is through the Connecting and Lea ning component. The VOY Connect and Learn project provides a space to foster collaboration, networking, learning sharing, innovation and application of new knowledge for project implementation and delivery effectiveness for underserved communities. Granting partners, beneficiaries and other stakeholders. It aims to generate evidence based learning and innovative solutions to project implementation challenges, aiming to impact change for the better for beneficiaries facing discrimination and discrimination.

Since 2021, the VOY Connect and Learn project coordinator in Cambodia has facilitated a total of 26 VOY grantees, who have connected with each other on a journey where they have learned from each other through the exchange of best practices and lessons. 2024 is a year to celebrate and showcase the proud achievements of our grantee partners and beneficiary groups under the VOY program across 10 countries in Africa and Southeast Asia. On 05 April 2024 in Phnom Penh, we will review what we have achieved under the VOY grant, funded by the Dutch Ministry of Foreign Affairs, and we will look forward to the future: what is next?

The organization of this event aims to:

To organize a closing event for the VOY project in Cambodia, celebrating the proudest achievements of the partner organizations and the success stories of the rights holders in their journey towards social inclusion and for their voices to be heard, for all participants to learn from the innovative and sustainable responses by the five groups, for the partner organizations to expand their networks and engage in dialogue with people from different backgrounds of stakeholders, civil society organizations, donors and relevant ministries, demonstrating the success of the VOY project in Cambodia.

The total number of participants is approximately 120-150, invited from the five partner organizations and RHGs, civil society organizations, relevant government officials, donors, Oxfam, the Voice team and the Connecting and Learning team. The event will also be open to the public and interested parties through registration

For partner organizations traveling from the provinces, the Linking and Learning Project team will provide travel, accommodation, and meals based on Live & Learn Cambodia policies without the need for a receipt. For partner organizations participating in the organization of exhibition booths: 04 people per organization, 2 staff and 2 RHGs.

The organization would like to thank all authorities at all levels for their dedication in collecting data, conducting interviews, and providing disability identification cards to all of us, and also encouraging disabled people who have not yet received their cards to continue to participate in order to receive the same benefits as other disabled people.

The provision of disability identification cards is to facilitate the participation of disabled people in social and economic activities and to receive benefits from the public sector, the private sector, civil society organizations, and other service providers in an equitable and timely manner, in accordance with the policies of the Royal Government.

The provision of disability identification cards is provided free of charge to Cambodian citizens of both sexes of all ages who have permanent disabilities, are currently resident, have participated in the disability identification process, and meet the criteria.

First, Mr. Mei Samith introduced Mamada Kazuhiko and Mr. Seiichi Hasega, who Mamada is, and they visited SAORI (SO) several times and wanted us to design a small SAORI bag for pepper bags. Below is the Memorandum of Understanding between Rabbit School (RSO), Phnom Penh Center for Independent Living (PPCIL), an NGO (SAORI), and NPO Living All Together (LAT) reached a basic agreement after the project to support the independence of people with disabilities in Cambodia. We have agreed as follows:

  • RSO, PPCIL, SAORI, and LAT will work together to sell processed agricultural products and goods made by people with disabilities to support the independence of people with disabilities in Cambodia.
  • The business headquarters will be located in PPCIL.
  • Any changes to the business operations mentioned in 1. above will be discussed and decided through

mutual consultation between RSO, PPCIL, SAORI, and LAT.

  • Mamada San always supports us by purchasing small SAORI bags that can hold paper bottles. This is a process where we can provide financial support to PWDs and purchase new materials for the weaving process. picture

This time,we were introduced to each other, so we understood that he wanted to support by organizing a project that could help PWDs through agriculture, so everything would work out after the first meeting

On July 6, 2024, Partner Independence Living Center, CIL Connect, and Phnom Penh Independent Living Center for the Disabled (PPCIL) visited Saori in Kampong Chhnang Province, about a 2-hour drive from Phnom penh.

When they arrived, we were greeted with warm smiles. The Japanese friends and I had met as alumni of the 10th Duskin Leader ship Training in Japan in 2008. After returning to Cambodia, I also received training from Partner Independence Living Center and have worked for over 10 years on the Saori weaving project that I learned in Japan with people with disabilities in Cambodia

After a local Khmer lunch at Saori, the team gave out brochures about Saori along with gifts made by people with disabilities.

The 10 -minute presentation included the history of Saori, its vision, values, mission and goals, achievements, challenges and plans for the future. Saori does not yet have a wheelchair accessible toilet, so Partner Independence Living Center provided support at the bathroom for all, which was built before their visit. Mr. Takashi Chimura said, "I think it will be easier for wheelchair users to visit, and it will also be easier for people with disabilities to come and work at Saori." On this occasion, Ms. Keo Sophat, the mayor of Kampong Chhnang and Mr. Phan Samphos, the first deputy mayor of Kampong Chhnang, welcomed the Japanese delegation and people with disabilities, saying: The authorities and leaders of Kampong Chhnang Province have always attention to the needs and requests of people with disabilities, such as providing interviews to obtain disability cards at the organization as well as in the community. In addition, Kampong Chhnang Sangkat always provide a presence in all programs and workshops organized to promote the environment and promote a decent for them. In particular, it provides good communication, linking with villages and districts to collect information and data on people with disabilities. Saori Organization has become a member of the Committee in Charge of Women and Children Affairs (CCWA) where I have the opportunity to attend meetings with all stakeholders in the Sangkat, receive urgent information and various requests from people with disabilities in the community. Mr.Takashi Chimura also asked about the situation of people with disabilities who have not received further education, as well as concerns for receiving a good education. Today, they also visited a house for people with disabilities living with families in Kampong Chhnang. It was a time when I was forced to think about my powerlessness, as I saw how I was living in a situation where I was not provided with a wheelchair or without assistance services, and even though I was at home, I was living. A life that cannot be called free.

However, the Japanese side continues to support and not give up, so they want to do everything possible to push the independent living movement forward with Cambodian friends! We would like to thank Mr. Samith Mey and his colleagues for their support in making this visit a success.

Small Business, Big Impact . That’s the magic of small and medium enterprises, or SMEs. In Cambodia, small and medium enterprises are key to strengthening the economy and taking it to the next level. While there’s no denying the fact that small and medium enterprises contribute 58 percent to the country’s GDP, it’s the power of women that reigns supreme. Khmer Times examines how women entrepreneurs in the Kingdom are not only driving economic growth but also empowering and uplifting communities across the country.

Cambodia’s economic landscape is shaped by its small and medium enterprises (SMEs), which account for 98 percent of all businesses in the country. These enterprises are a key sector, contributing 58 percent to the country’s Gross Domestic Product (GDP).

Beyond their economic contribution, SMEs have a significant impact on society and communities, largely driven by women entrepreneurs, who comprise nearly 70 percent of the SME sector in the Kingdom of Cambodia.

The active role of women in these businesses has helped to drive economic growth, foster empowerment, and improve communities across the country. By assuming leadership roles in SMEs, women are helping to bridge the gender gap in business and creating opportunities for other women to meaningfully participate in the workforce.

Women Entrepreneurs the overwhelming contribution of SMEs, powered by the dynamic leadership of women entrepreneurs, demonstrates the sector’s critical role in driving Cambodia’s economic future.

Strengthening support for SMEs, especially those led by women, is essential for fostering sustainable economic growth, promoting social equity, and fostering an inclusive economy that benefits all Cambodians.

Despite their significant contributions, SMEs face a number of challenges that can hinder their growth. Limited access to finance, inadequate infrastructure, and the lack of a comprehensive support system often constrain growth.

Um Amra Rath, founder of Saori (SO) and recipient of the ‘Outstanding Women Entrepreneurs in the Green Economy’ award, told Khmer Times about the major challenges women face in participating in their communities, securing employment or starting a business. These challenges are even greater for people with disabilities.

“These difficulties not only hinder physical abilities, but also affect mental well-being, discourage participation in activities and in some cases lead to suicidal thoughts,” she explained.

As a victim herself, Amra Rath said these struggles often begin in childhood, as people with disabilities are denied access to education and opportunities to learn new skills. This lack of early support makes it almost impossible for them to get a well-paid job or start their own business later in life.

“To promote the contribution of women and people with disabilities to the economy, Saori was established. This non-governmental organization focuses on empowering people with disabilities regardless of gender, by providing vocational training tailored to their needs.”

The goal is to increase income, improve livelihoods and support their economic participation. In addition, we encourage the expression of intellectual pride and help foster new opportunities for personal and professional growth.

“In our organization, women and people with disabilities are actively contributing to the promotion of a green economy. We give them the opportunity to earn money by creating products such as book covers, scarves, water bottles and handmade bags,” she continued.

Saori has created job opportunities for 300 women and people with disabilities in Kampong Chhnang province. “We aim to expand our reach to more than 5,000 people across the province, including children,” she added.

“However, as a non-profit organization, we face challenges. We urgently need help from the government and development partners to provide transportation, provide training, create markets for our products and reduce taxes.”

On January 31, 2024 , I attended a workshop on Gender and Disability Inclusive Entrepreneur Support Towards Improved Access to Finance.

Purpose of the Consultation

1. Share and validate key findings from a literature review and key informant interviews on the entrepreneurial experiences of women with disabilities.

2. Discuss the dos and don't s of gender and disability inclusive practices from different perspectives.

3. Gather feedback on the most important features and practices of inclusive finance.

Prior to the discussion at the meeting, I was given an interview with the following questions:

-What was particularly helpful/ most important to you in your entrepreneurial Journey? What type of support (mentoring, networking, financial assistance, training) have you received and how has it affected you?

Today, I attended a meeting with the provincial NGO network of Kampong Chhnang, Kampong Thom, Siem Reap, Pursat, Battambang, Banteay Meanchey, Oddar Meanchey and Preah Vihear, with the participation of associations and NGOs with offices in the provinces to participate in the meeting via the ZOOM Meeting video and audio transmission system for 2 hours.

Thursday, July 25, 2024 at 14:30-16:00 I shared with Teacher Samith Mey to participate in the online course on "Social Models of Disability and Barrier-Free Environment".

- Study together with Japanese leaders for Barrier-Free Advocacy - (Cambodia) held at JICA Cambodia (Room FI 17, 1-3). Key concepts and Japanese experiences for Cambodia's barrier-free future.

Background and Objectives: More than 10 years have passed since Cambodia ratified the Convention on the Rights of Persons with Disabilities (CRPD) in 2012. How is our current physical environment barrier-free for citizens with physical disabilities?

In the past decade, due to the country's peace and continuous economic development.

Many new infrastructures have been built across the country. JICA is a major development partner for Cambodia’s infrastructure development and will continue to be so. Towards more effective JICA cooperation for ongoing and future infrastructure projects.

It is important for JICA staff in Cambodia to equip themselves with the key concepts behind the Barrier-Free Environment. Inviting Mr. SATO Satoshi, a renowned resource on Barrier-Free Environment, this session aims to increase participants’ relevant understanding. By reviewing Japan’s development status over 30 years and Mr. SATO’s recent experiences, the session is expected to include JICA staff (national staff, etc.) and other stakeholders who are willing to learn together.

The Samaki Krama is a Ori Krama. We spent 3 days weaving this Krama with 4 disabled friends, using the remaining yarn to reuse it. We are happy with the work we have done. Please help support us all. We all cleaned up the work area by sweeping up trash, washing old materials, organizing them to be organized, and being creative in reusing them. Then they enjoyed dancing and playing with each other.

On February 25, 2024, in the afternoon, SAORI welcomed the first short-term visit of Japanese customers to learn about the history of Saori, its activities, successes, difficulties and obstacles that have occurred in the past, with the support of bags made from Saori cloth, the work of people with disabilities at Saori, to be placed with Khmer pepper products. This is an encouragement for them to produce more and is also part of increasing their income.

Regional Trade for Development (RT4D)

First joined the National Disability Forum in Cambodia via Telegram, so we could share and receive information from 176 members related to disability.

SAORI received information from RT4D for brainstorming and logo registration. I would like to introduce the RT4D Background as follows:

Regional Trade for Development (RT4D) is a six-year AUD 48.7 million initiative (2022-2028) funded by the Australian and New Zealand governments to support the effective implementation of the ASEAN-Australia-New Zealand Free Trade Area (AANZFTA) and the Regional Comprehensive Economic Partnership (RCEP) Agreements. RT4D aims to ensure a predictable, transparent and market-based framework for regional trade and investment. The team members working on Regional Trade for Development (4TRD) shared the information about the trademark registration for entrepreneurs with disabilities in the group with everyone. Therefore, SAORI Organization (SO) decided to join the event of the above project. They provided logo designs and registration to 20 entrepreneurs with disabilities. SAORI has a new logo for SAORI products, KHMERORI.

At that time, the key person from RT4D who contacted me to attend the workshop said that SAORI (SO) is very committed to every difficult task. One day, they contacted us to attend a regional workshop called AANFTA Regional Business Roundtable Meeting on Saturday, September 21, 2024 at The Landmark Mekong Riverside Hotel, Vientiane.

About the Regional Business Roundtable

The AANZFTA Regional Business Roundtable is an activity under the AANZFTA RT4D Implementation Support Programme (AISP). Each year, AANZFTA parties submit proposals, which are approved by the AANZFTA Joint Committee, jointly developing the Annual Economic Cooperation Programme (ECWP).

Four Business Roundtable events are included in the 2023-24 ECWP financial year: this regional event plus three national events in Vientiane (held on 4 June 2024), Hanoi (held on 20 June 2024) and Cambodia (scheduled for early 2025), respectively.

The roundtables are designed to open up and support the private sector (business associations and business associations) and government officials to discuss the AANZFTA’s improved delivery, encourage private sector use of FTA provisions, and raise awareness of trade barriers for the private sector.

RT4D is working closely with the Department of Trade Negotiations and Cooperation of the Lao Ministry of Industry and Trade and the Australian Embassy in Vientiane to prepare for the AANZFTA Regional Business Roundtable, facilitated by Enterprise &Development Consultant Co., Ltd (EDC) with the following details currently agreed with the nature of the participants: Total 150-200 participants representing the AANZFTA private sector.

On 21 September 2024, I attended the ASEAN-Australia-New Zealand Free Trade Area (AANZFTA) Roundtable at the Landmark Mekong Riverside Hotel, Vientiane, Laos. The event was organised by the Ministry of Industry and Commerce (MoIC) of Laos, with the support of the Regional Trade for Development (RT4D) Initiative.

The objectives of the meeting were:

Regional Trade for Development (RT4D) is an initiative funded by the governments of Australia and New Zealand and the AANZFTA Business Support Programme (AISP) and RCEP.

SAORI (SO), representing the voices of Cambodian women entrepreneurs with disabilities from Cambodia, is encouraged to actively participate in the discussion to provide examples and share practical experiences as well as best practices and challenges. Facilitating trade and commerce under AANZFTA, opportunities, challenges and suggestions for maximizing the benefits of AANZFTA Upgrade 2024 and the roles of stakeholders.

Gender Equality, Disability and Social Inclusion (GEDSI)

RT4D strives to ensure fair and equitable benefits from international trade for women and traditionally disadvantaged or marginalized groups. Incorporating diverse perspectives into FTA implementation promotes inclusive trade and sustainable development. The initiatives that RT4D supports are responsive to the real needs of women and disadvantaged groups.

Trade and Gender Equality Innovator (TGEI)

TGEI is a separate and specialist Australian-funded initiative operating under RT4D. TGEI partners with ASEAN governments and non-governmental organisations to advance gender equality in trade by testing promising approaches and building a strong evidence base for policymakers.

TGEI aligns with the ASEAN Community Vision 2025, a commitment to gender mainstreaming across sectors, and welcomes partnerships with diverse

entities to promote a shared commitment to gender equality for all. Gender Equality, Disability and Social Inclusion (GEDSI)

RT4D strives to ensure fair and equitable benefits from international trade for women and traditionally disadvantaged or disadvantaged groups. Today we attended an online workshop on dance education for people with disabilities, with the participation of Saori staff, colleagues, young people, and volunteers. This was the first time for them to connect with the international community and understand the benefits of dance for people with disabilities. Join the workshop organized by the Center for Community Cultural Development (CCCD) is hosting a free online weaving workshop for two weekends this month. Camola wants to spread the word about this weaving method and we are making it free for you in India, Bangladesh, Thailand, Philippines, Cambodia and China to join for free. The workshop will teach you:

Weaving using recycled and natural materials is a simple and ancient technique that anyone can participate in. The technique does not require any special machines or tools, and the materials are cheap or free. By transforming and repurposing, we can extend the life of the material according to our needs. The aim of this teaching method is to educate people on how to use natural and recycled materials to weave wall hangings and encourage participants to express their creativity and explore the endless possibilities in design.

New Trademark Registration

Phnom Penh: On Monday, December 23, 2024, at the Ministry of Commerce, SAORI participated in the “Brand Registration Certificate Distribution Ceremony” attended by representatives of the Australian Embassy in Cambodia, Her Excellency, Undersecretary of State for Commerce, Her Excellency Suon Vichea, Advisor to the Ministry of Commerce. Department, representatives of the Regional Trade for Development (RT4D) Project, civil servants of the Department of Intellectual Property and many entrepreneurs with disabilities.

On the occasion, Her Excellency thanked the governments of Australia and New Zealand for their support in implementing the project “Environmental Growth: Empowering Cambodian Entrepreneurs with Disabilities through Intellectual Property Education and Building Reputation for Business”, which is part of Cambodia’s benefits from the ASEAN-Australia-New Zealand Free Trade Agreement (ANNZEPTA) and Economic Partnership Agreement (ANNZEFTA).

The Secretary of State said that in today's digital society, intellectual property has played an important role in daily life, from company/enterprise operations to production processes, and all business owners must pay attention to further study and use legal rights to protect intellectual property through work registration or trademark registration, etc.

At the same time, the Secretary of State urged all disabled entrepreneurs who received their trademark registration certificates today to continue studying and learning more about intellectual property, product development, using digital systems to promote trademarks, promote and improve product/service quality, participate in exhibitions, and participate in implementing and respecting laws in doing business.

The Ministry of Commerce has encouraged people with disabilities who are owners of micro, small and medium-sized businesses to be aware that in order to participate in the implementation of the Royal Government’s 7th Five-Point Strategy, Five-Point 3, Point 4, on strengthening intellectual property protection, promoting the creation of new products and services, creativity and innovation, the Ministry of Commerce is implementing the Regional Trade for Development (RT4D) project under the technical assistance of Australia and New Zealand, focusing on “Environmental Growth: Promoting Cambodian Entrepreneurs with Disabilities through Intellectual Property Education and Building Brands for Business, which will run from April 30, 2024 to May 15, 2024.

The purpose of the project is to strengthen and promote Cambodian entrepreneurs with disabilities through intellectual property education and building brand reputation for business and contribute to the development of Cambodia’s inclusive economic growth.

Benefits: Participants will gain knowledge and understanding of the basic concepts of intellectual property, the importance of intellectual property, and the commercialization of intellectual property.

Knowledge on creating and registering trademarks for their goods or services. Gain knowledge and practical application with skills related to designing trademarks for their goods or services and developing brand reputation. Understand the importance of registering trademarks and promoting the use of trademarks for business development. Participate in showcasing their products at World Intellectual Property Day 2024 and the exhibition.

Create brand recognition and create a network to promote cooperation for supporting people with disabilities who are business owners, people with disabilities who have micro, small and medium-sized businesses that use trademarks for goods or services but have not registered trademarks or only have goods or services but do not have trademarks. Commit to participating in the full range of activities, from the launch of the activity and training course on intellectual property (5 days), trademark creation (5 days), training on trademarks and registration (3 days) and participation in the closing ceremony and receiving a certificate.

Saori Organization is one of the qualified candidates who will be selected and whose name will be officially announced.

The project will cover training costs, travel, snacks and lunch, and some necessary expenses, and pay for the registration of participants' brands. Thursday, July 25, 2024 at 14:30-16:00 I shared with Teacher Samith Mey to participate in the online course on "Social Models of Disability and Barrier-Free Environment".Study together with Japanese leaders for Barrier-Free Advocacy - (Cambodia) held at JICA Cambodia (Room Fl 17 , 1-3). Key concepts and Japanese experiences for a barrier-free future for Cambodia. Background and Objectives: More than 10 years have passed since Cambodia ratified the Convention on the Rights of Persons with Disabilities (CRPD) in 2012. How is our current physical environment barrier-free for citizens with physical disabilities? In the past decade, due to the country's peace and continuous economic development.

Many new infrastructures have been built across the country. JICA is a major development partner for Cambodia's infrastructure development and will continue to do so. Towards more effective JICA cooperation for ongoing and future infrastructure projects.

It is important for JICA staff in Cambodia to equip themselves with the key concepts behind barrier-free environments. Inviting Mr. SATO Satoshi, a renowned resource on barrier-free environments. this session aims to increase participants' relevant understanding. By reviewing Japan's evolving situation over 30 years and Mr. SATO's recent experiences, the session aims to enhance participants' understanding of the issue. Expected participants include JICA staff (national staff, etc.) and other.
